Plans' citizenship education themes Pacific Forum countries can get on with participatory democracy says Greg Urwin, Secretary General of the Pacific Islands Forum. This was part of his answer to Radio Australia's question to him on 28 October as to how the Pacific Plan can assist grass roots processes. The annual Pacific Forum meeting at the end of October in Port Moresby endorsed the Pacific Plan - (also dubbed a roadmap) whose emphasis on good governance points to themes that can be advanced in citizenship education. The leaders have been concerned, among other things, to promote good governance, human rights, civil society, leadership codes, transparancy, accountability and development of a strategy to support participatory democracy. Greg Urwin said ombudsmen services was one service in support good governance that member countries could bind themselves to provide on a regional basis - given that resource constraints prevented their availabiliy locally.
